Need recycling bins

I'm writing on behalf of the residents of Enbrook Valley who are upset about the state of the bins beside our house.
When I wrote to you initially in 2008 I informed you that the problem with the bins was that people are not recycling their paper/plastic/tins and so the bins are over flowing. When we received the third bin it immediately encouraged people to bring more little to the bins and to recycle less.
Now the bins are filty, smelly, attract flies, all THREE are now over flowing and the situation is worse. The answer is not a fourth bin or fines.
My neighbours are Nepalese, Chinese and English. Approx. 10% of them recycle or even know what the recycle bags and bins are for. The best way to alleviate the problem of the overflowing bin is to tell people face-to-face that they can recycle 50% of their waste and put less into the bins. Writing to them in English will not do a damn bit of good, as they will probably just throw the leaflet into the bin. Can you PLEASE send someone in person to speak to each neighbour in turn, to tell them that they can recycle their rubbish. Also 70% of the households in Enbrook Valley (Flats 99-115) will need new recycle bins.
There is also a problem that some of the shops in Enbrook Valley use the residential bins for their rubbish and leave commercial amounts of plastic bottles and tins, which is far too many for the bins to handle.
The teenagers and casual drinkers on the street also litter and throw their bottles and rubbish on the ground here, which needs to be addressed. Although I can't state enough that a lack of knowledge about recycling is the main problem here with the residents.
Can you please send someone to talk to the residents and if they accept, provide them with new bins to use weekly. I'm sure after a good cleaning, the overflowing mess and the smell will be gone.
I am not the only one who feels recycling is the problem. Two other neighbours brought it up in casual conversation this morning as we passed the bins.
