Overgrown nettles and brambles

Hi the lane that goes around the back of st bedes school needs all cutting back,the lane is used regularly by alot of people especially dog walkers,with the bridge took down and st bedes locking the gates to public even though i never see anybody using those fields the track is only other place suitable to walk my dogs,iv been cutting back some with clippers but its growing back to fast so could do with some heavy tools on it and cut right back,i have to small dogs that are close to floor with stinging nettles and brambles and its not fun squeezing through brambles and stingers when its been raining,your trousers are soaking wet before you get to tip or dogs getting caught up in brambles thanks for any help darren
