What happens when you hire cowboys to resurface a road

Crazy situation with a road which was resurfaced in April 2010. You can see by the wavy yellow line that this road is a series of dangerous mounds. Tripping hazard and danger to road users. Do it again and do it properly this time!

Hasn't been touched, consequently its exactly the same. A hazard to road users and pedestrians.
