Car Parked on public pavement and blocking dropped kerb

My neighbour has recently got her driving license returned and since then has been parking her car on the public pavement outside my house. This has been happening for at least the last 4/5 months. I have asked her nicely to stop parking her car there on two occasions now, pointing out to her that the path is meant for pedestrians,not cars and especially people who need wheelchair and pram access. She has refused to move the car and continues to park there. She is parking on a publicc footpath on Keldregate opposite Bradley Court.
