Persistent dog fouling Water Tower Hill

A lady with two small white dogs is persistently allowing them to foul the footpath on Water Tower Hill. We the residents of the flats of 85 Coombe Road have posted notices requesting her to stop. Today,12th August at 9am she again allowed her dog to foul the path immediately alongside the Flats again. This is near the exit steps where young children must pass. She seems to feel she is entitled to leave the mess on the path both here and further up the path.
