Derelict garages and dumping

Unkempt private land consisting of derelict garages and small area of wasteland constantly used for dumping by locals. Usually old furniture and general waste which attracts vermin, both animal and human. Bradford Council will, rightly, not clean the area up because it is private land, but neither do they seem interested in enforcing the pertinent legislation made available to them to deal with such problems;Section 59 of the Environmental Protection Act 1990. It is an offence to deposit controlled waste, such as household rubbish, on land that does not have a waste management licence attached to it. Under section 59 a local authority or the Environment Agency can issue a notice on an occupier or landowner to clear controlled waste that has been illegally deposited. It is an offence not to comply with a notice, if no appeal is made. The authorities can also enter land and clear it, and recover reasonable costs. Section 215 of the Town and Country Planning Act 1990 which enables local authorities to issue a notice to landowners requiring land or buildings to be cleaned up if its “condition adversely affects the amenity of the area”. The authorities can also enter land and clear it, and recover costs from the owner' We have made numerous phone calls and complaints to Bradford council over the past 5 years none of which ever warrants more than picking up some litter. I have tried to locate the owners of the property myself but with no help from the local authority this can be expensive and complicated

Enviromental health have been involved and spoken to owners of land. they have communicated with us and have said we will be kept informed. its down to the owner to make the next move

Council have now issued a notice to stop dumping to people renting house on street. Although they claim not to understand because they're Slovakian. Don't seem to have a problem sorting out big BMW car tho
