Parking on double yellow lines

Sent to Blackburn with Darwen Borough Council less than a minute later

A resident keeps parking his red mini bus half on the pavement and half on double yellow lines. When you are waiting to pull out of Bank Lane junction this mini bus blocks the view of traffic coming up shadsworth road. Nealy everyday there is almost an accident.
