Cars always parked on double yellow lines right on a traffic light junction

There is always a line of cars parked over double yellow lines and the pavement. This is right on the junction of tat bank road traffic lights outside number 10?. Pedestrians have difficulty in passing and one pedestrian in a motability scooter couldnt pass today. This also causes road traffic to straddle the middle of the road when waiting for the lights to change and causes the oncoming traffic to queue. The concern doesnt happen on the other side of the road because there are cast iron bollards stopping people from parking. Last week, a passenger tried to get out of the rear of a parked car on the drivers side and as their door swung open - it caught my car as I had to straddle the middle of the road whilst waiting for the lights to change. It seems to be the same cars/people parking there and I believe I believe they probably own the shops opposite. Please can something be done to protect the pedestrians before something happens - like a child gets knocked over!! thank you and I hope this is taken seriously.
