Privet hedge completely blocking footpath

We can no longer walk on the footpath due to the privet hedge outside number 30 cookson road completely blocking it. It is worse in wet weather because it get weighted down. We now have to walk on the edge of the grass verge which is often covered in dog muck or walk on the road which isn't really safe with a pushchair. Can somebody please get the current tenants to cut the privet hedge?
