Overgrown tree

I live at 63 Grove hill Road. At the back of my garden the land backs onto council flats and council land, in this land stands a huge tree - I think its one of the Camberwell trees that border the area. The tree complately blocks all light into my garden as it is very overgrown but more importantly it is very dangerous. Large branches keep falling off into my garden which could kill if they landed on myself or my family so at present we cannot go outside and use our garden, this tree needs to be pruned urgently to avoid and danger.

I recieved a response from the council to my issue however I was told that even though we cannot use our garden due to the danger of falling trees they would not prune the trees more than 30% and were not interesed in anything we had to say as they were the experts! My dog has already been injured and now that I am pregnant I am in constant fear that another large branch could fall and cause more serious damage to myself or another member of my family.
