Cars parking on pavement

Cars parking on pavement. Is it legal for cars to park totally on pavement (100% blocking the pavement), or even partially (80+% on pavement) therefore causing an obstruction on the road where it narrows? Please investigate cars half way along Ainsdale Avenue, Edgworth. These are parked most afternoons/evenings, and often during the day.
