A lot of rubbish

The Cadets headquarters has a lot of rubbish in their front garden which I have asked them to clear away but they have ignored this request. The rubbish includes food scraps which could become a health hazard. Can the Council enforce their clearing this rubbish? It is quite visible through their metal fence which allows foxes and cats in to the front garden. Thank you.
