Seagull Noise

The seagull noise in the early hours of the morning is unbearable - could be linked to nearby incinerator. Can something be done to establish reason for this.

Is it the role of the local Council to establish why seagulls are making seagull noises?

No, but it is the role of the council to ensure that nuisance noise (whatever the source) is dealt with.
