Parking on double yellow lines

At junction of Albert road and Riverbank Close there are double yellow lines all around the junction. These must have cost the tax payer a fair amount of money but are a waste of time as nobody takes any notice of them and there never appears to be any traffic warden or police to monitor them. It is often very difficult for us residents of Riverbank Close to get safely in and out of our road by car because of this illegal parking. I am also concerned that one day a pedestrian, child or wheelchair user will be injured or worse because of thoughtless motorists parking on the yellow lines and right onto the pavement. During this time of cutbacks etc. why waste money on double yellow lines when they are constantly abused with apparent impunity.

Updates
I have heard nothing further about my traffic complaint and it certainly has not been fixed. The situation is, if anything, worse as everyone now knows that the double yellow lines are not enforced so they just behave as though they are not there! The parking that goes on is very dangerous for pedestrians and especially those who are disabled, pushchairs or wheelchairs.I hope something is done before there is a serious accident. We have two or three disabled people living in Riverbank Close and also young families and there is no other way out of the Close.
