Daily early morning noise problem

I'm not sure who I can contact and I thought this site may be a good place to start - apologies if not a relevant enquiry. Does the council have any powers over the time at which noisy vessels can travel on the river?
I've lived in Meadowside Quay Walk for just under 5 years. In the last couple of months I have been woken up every day by a very noisy boat going past, usually at 6.25am, although it has also woken me up at just after 5am. I think it is called Sylvester, it's a small but surprisingly noisy - invasively so - boat that is red and black in colour, with tyres round it's margins and a wee crane thing towards it's front. The noise pulses in a really unpleasant fashion when it's near and still wakes me up despite having tried to block it out by shutting the window firm and using earplugs. In nearly 5 years it's the first time I've been caused distress by any noise from the river or shipyard. After consistently being woken up daily for 1-2months it's really upsetting me and now affecting my work. I hoped I'd adapt to it but the effect is increasing rather than decreasing. Can anything be done? Thank you for any help.

This was forwarded on to the council who contacted me personally. Despite transport being outwith their jurisdiction they were extremely helpful and found out who operated the boat and what the work / timescales were. I am not sure what action was taken by the operator, however the disturbance stopped completely and I was very pleasantly surprised by how helpful the council had been. Thanks very much for all your help.
