Road barrier

Is it possible to have a road barrier of some kind place on this small old rd, there is no reason for cars to be on this land unless there council etc, yet night after night cars, vans park on this land/road up to no good dumping, etc etc, (you can smell what they get up to)there was a white van there at 3am today!
