Uneven and poor road surface

The road surface has been resurfaced on Norton Avenue for a few hundred yards with a strange top layer. This is very uneven and causes significant vibrations when cycled over, as opposed to the previous surface which was a dream surface. The unevenness and level of vibrations is actually quite dangerous to cyclists and could cause someone to lose control of their bike. It needs to be made flat and even again.

I have to agree with this new surface, its dreadful.
I cycled down to Town End today and felt the bike drifting into the traffic on the right due to the vibrations, quite scary.
What makes it worse is before the work this was one of the best road surfaces in Sheffield, it was nowhere near as bad as 99% of Sheffield roads today yet now its even worse than those with potholes - at least you can steer away from a pot hole.
The council sent back an e-mail 'explaining' what a top layer is for. I already know what a top layer is, it has not been applied properly. Asking people in other local authorities they agreed that it sounded like it was just a bad job.
Its a bit insulting, if it was anything like any other top layer on any other road I have ever seen, I wouldn't complain. As you say though, it just doesn't seem right.
A top layer is supposed to be relatively smooth, a layer this rough will crumble away within a few months of being driven on and possibly damage tyres too. I certainly am concerned its doing abnormally high amounts of wear on my tyres as its quite a sharp surface.
As expected, it looks like this poor top surface is already starting to wear down. Its clearly still shedding grit as its all over the pavement. I totally expect this section to be ruined by this time next year. In comparison the short section before the roundabout which had been replaced prior is a joy to cycle along and I expect it to last many years, showing clearly how to correctly surface a road.
