Water leaking from under pavement

There is a puddle running across the pavement outside no 25. When you tread on the tarmac near the puddle, it bubbles out more water.

The original area where water was leaking is now dry.

There is a new square of tarmac a bit further from the entrance to 25, and water is running out from underneath it and over the pavement into the gutter and drain.

If this is a repair it's not a very good one.

The new leaky square of tarmac has been replaced again and there is now no water leaking across the pavement.
