Refuse bags on street

The refuse bin for tenement at 6 Lorne St is continually overflowing and magpies, gulls etc are feeding/splitting open bags. The street pavement is continually filled with open bags of refuse that dogs (in pic) tear open. There is a lack of street sweeping and much fly tipping.

This problem has gone from bad to worse. GCC refuse to listen to the people of Lorne Street and let us wade through a sea of garbage on our streets. I' observe rats, magpies, crows, and seagulls feeding on the ever present pile. When will they fix it?

This is great. Well it's not perfect but a lot better now that the council finally put an extra bin out on the street for communal rubbish.
