Large open council bin attracting pests

Large open council commercial bin has become a feeding spot for pigeons, crows and seagulls. Main problem is the noise created by the gulls. secondary problem is the mess they create, spreading food waste around the area. On hot days bad smells are a problem since the birds have opened bags that were sealed. placing a cover/net over the bin would stop the birds.
