Croydon Summer Festival - information about traffic order change non-existent

Second year in a row, as a resident of Campden Road I didn't get ANY notification about the change of traffic order and suspension of parking bays for the duration of Croydon Summer Festival. Last year, as the parking bays were suspended and no information was given, we were given a 60 pounds fine as we left our car as usual in the street unaware of the parking bays' suspension. We appealed but our appeal was rejected. This year - we were looking specifically for the information - nothing! no info on the street, no leaflets arrived at our place. How are we supposed to guess the parking bays, where we usually park our car, are going to be suspended??? The only place where we got to know about change of traffic order in 2010 is on the Croydon Council website, but it is put in a place difficult to find, among many others PDF documents...We are not mind readers, dear Croydon Council! I'm inclined to think that this is all done on purpose to be able to charge more parking fines from the completely unsuspecting residents! We require an immediate and urgent response from an employee of the Parking Section to explain why such negligence and intentional misrepresentation takes place second year in a row. Thank you.
