Addressing persistent littering in Gostrey Meadow

The council does a great job in looking after Gostrey Meadow.However, its efforts are undermined by the persistent littering of groups of teenagers who meet there especially on summer afternoons and who will not use the bins provided only a few feet away. Does the Council have powers to impose fines on this selfish minority who wreck what is a lovely space for the law-abiding majority? There must be consequences for such behaviour. Thank you.
