Trees do not rotate

This looks like it is an artwork where the trees are meant to rotate.

I've never seen them turning!

Mr Irving,

The 'rotating' trees on Parliament Street, L8, where only meant to be part of the Capital Of Culture year, so will probably not continue in future (?) There where also Health & Safety issues, as the ground around the trees may have held rain-water, which would become too dangerous near the electrical cables, needed to operate the rotation.
