Black bags of food and clothes

Its in what was the entrance to the factory that got knocked down some years ago. its been there several weeks and is really stinking now. I saw a rat running from it on the school run the other day( I was on the school run not the rat!)Joking aside, it is a reoccuring problem at this site, its not fenced properly.

i reported this on the 20th july, its got even worse now because the bags have burst open, it still stinks and will start to blow about, see photo.

Not very impressed, still there, stinking and adding to what is already the eyesore of a wasteland. planning on ringing the council as normal, things tend to get done with a phone call.
