Massive dangerous deep puddle

There is a partially blocked drain on Ronald street and due to the very uneven road surface a huge puddle of rainwater has accumulated as a result of rainfall and gutters from the houses on Ronald st pouring onto the road and not directly into a drain. A small child could potentially drown in that puddle it is so big and refuse collectors refuse to walk back through to puddle to put my bin back outside my property - I don't blame them but I have to wade through it every time I leave my back door.
