Illegal parking on pavement

The owners and staff are constantly parking their cars on the pavement. This is a great danger to the public especially the ederly, young children and parents with buggies as they are forced to walk on the road in order to walk round it. This is a great nuisance as this in turn encourages their many customers to park likewise when they vacate the spot. Ideally there should be pillars on this corner like the other pillars on the road to discourage this illegal activity.

I've reported this type of parking before, but the council won't do anything unless there are yellow lines involved. Basically it's down to the police to deal with as it's a traffic offence. However the police don't seem to be interested either, which is a surprise to me as motorists are an easy target!
