Kids on trikes going down the passage on bikes at speed

At the top of Slaidburn Ave there is a gennel that leads onto Yorkdale Ave every day quite a few young children are coming down this at speed,just the other day a mini drove up it & we also have pizza hut bikes driving up this which is a danger to the residents especially the ones at the top of the road.would it be possible to have railing like on Ribble croft put there for the safety of the children & residents of Slaidburn Ave This happens every evening.
