Cars often park on this bit of pavement just off Rook Street. Sometimes this often makes it very difficult to pass through to the gate.

This is private land which is the responsibility of management company (Premier Estates), I will write to them and ask them to address the problem. I will also see if Manchester City Councils parking enforcement can do anything, but my basic understanding is that the only ‘rule’ being broken is the driving on the pavement to access the ‘parking place’ and that needs to be witnessed to be enforced.
The council are investigating and planning on this however - and have been in touch
When is the proposed residents parking coming into force and pay and display? This should rectify most of the parking problems around Hulme High Street and surrounding streets and force the council office staff into the car park where they should be.
