Inconsiderate Parking

Family living on Holly Rd, Oldbury opposite 46 have three vehicles. He has a drive but no dropped kerb. He parks two of this vehicles on the drive and the third across the front in the roadside. This makes driving on and off my driveway difficult as there is also a lampost. If anyone parks infront of his property (no dropped kerb) he will sit and sound his horn continuously untill they move and start an argument. He is very inconsiderate, unfriendly and an angry person.
