Paths obstructed

I'm told by the show-home that all the new homes on Abraham Street have parking bays or drive ways, yet it seems the owners don't bother to use them. I now have to push my pram up a steep hill and go across Rockcliff Street and come back down as the residents park on the paths (I don't mean the normal wheel on kerb, I'm says 100% of the car 100% over the path) it means that people with brams and wheelchairs cannot get by, and I for one refuse to push my small child along a road! please enforce parking rules!
