Rubbish and bins

There is STILL a problem with rubbish and bins on the pavement of Abraham St. just by the service alley for Vale / Hall St. The new residents of 31 Abraham St. are making it worse, they have been observed dumping black bin liners directly on the street, they have also filled 2 gray, RECYCLE bins with various non-recyclables and left them on the pavement for weeks, full-to-bursting! local kids like to kick the bins over sometimes and rubbish goes everywhere. Does no-one check dumped rubbish? I bet there's loads of post-type-rubbish in there to prove where it is coming from! why don't the police/council prosecute? every day I walk down that bit of road to take my kids to school and we have to dodge the rubbish on this part of the street.
