Overgrown front garden obstructing public footpath

The front garden of 76 Victoria Road is overgrown with the hedge obstructing part of the public footpath. With residential accommodation and handicapped people visiting the centre on this road this is less than ideal!

Many local parents walk along the street on the school run and it is difficult to pass with a pushchair especially if a car door is opened onto the pavement at the same time. Can the owner please be requested/assisted to cut their garden back to the boundary of their property a.s.a.p?
