Dumping rubbish and destroying council property

I witnessed the tennant at number 37 grimesthorpe road smash a council provided shed to pieces and burn it. he then cleared all rubbish from his garden and dumped it on the field behind his house, clearly visible from the road. there is now a large pile of rubbish behind his fence on the grass verge and has been there three weeks, although i dont have a photo the rubbish can clearly be proved to belong to him.
