Storm drain backed up with mud and stones

For the past few years the drains outside my house and further down the street have been completely backed up with stones and mud. This sends a torrent of water down Brigstock road. There are other drains located on Gwyn st and further up and down Brigstocke that have the same problem. This could cause serious damage to our houses and is a major flood risk during the rainy seasons.
