Lazy caretaking

Rubish bins left out by caretaker or similar person in parking bay and refilled there. Parking bay useless for cars. Rubbish blows away in high wind. Why are they not put back under flats when refuse trucks have emptied them?

The council have emailed me saying the bins were requested by tenants !No one asked me !It will. apparently, cut down on rubbish dumped there on the grass, but it will not.They took away the recycling bins some years ago because of the attraction to old fridges and mattresses finding their way there. However this has not been a problem for a couple of years and the council are behind the times with their information on that.

According to the council I am wrong and they are right !They are leaving waste bins for people to use to prevent rubbish being left there. But rubbish had not been left for some time so I say they are asking for old fridges and matresses to start being left there again. It had been clear for at least a couple of years, they are behind the times with their information.
