Pavement parking/ illegal parking

House number 1 park on the pavement on a corner of the road - illegal. Others park in privately owned spaces belonging to other properties - illegal.

I am told by the local council they have no legal jurisdiction to deal with this issue. Apparently, in order to have this problem resolved, I have to seek independent legal advice. Sadly, like many others, I cannot afford to do this, so the problem continues unresolved.
