Dangerous manhole cover

A resident of Thornton Road has brought to Girton Parish Council's attention the condition and position of a ninety nine percent buried metal manhole cover. It is located on the grass verge in front of the houses, which is between the path and the road on the boundary of 133 and 135 Thornton Road. All that is visible is 'the edge' of the cover, thus the cover is practically standing on end. Clearly whatever function this cover served has long gone, however there may be beneath the surface some evidence of drainage piping etc, the said m/hole cover once having perhaps served as the entrance to an inspection chamber.

It is considered by the resident, that though the rim of the manhole cover projects from the grass verge and does not interfere with the path, it does however constitute a potential hazard not only to walkers being tripped up, but also to cyclists crashing into it although arguably they should not be there! However, cyclists have clearly claimed the footpaths in addition to the roads of our village, it is therefore quite possible that a claim for compensation could be made by a cyclist if an accident incurring injury were to take place. Similarly a pedestrian could consider action if injury resulted from by a fall.

Can this be investigated as an health & safety matter please?
