Fencing off Field

There is a big area of flat greenland here which is fenced off and unusable. It has been so ever since I moved here (over a year!). Are there any plans to removing the fencing or even open up the gate to let people walk their dogs etc here? I've asked my neighbours and they've said it's for a new development but the land is still local authority owned and it seems a waste to have it unusable by anyone for so long.
