Council collectors making more mess

Several times now the black box collectors tip out the contents of our box and leave the cardboard on the pavement. Today-5th July 2010 two collectors argued with my wife and said we were different to anyone else. Yes we are. We do not like rubbish in our street and as the council do not adhere to the promise they made when they allowed a public house to open opposite the entrance to our street and at least 5 fast food shops to open within 100 yards of our street-which is a cul de sac, rubbish is a big issue. Combined with 4 hostels and at least 3 properties in a 14 house street are flats, transient traffic, personnel and the rubbish they leave behind is a very big issue. Combined with teh road being used as a toilet by the people using the pub opposite. Today two council workmen left rubbish and argued. This is in addition to their being parked in the middle of the street whilst they made a phone call and two people could not park their cars in the street. When they did move the lorry and park reasonably they appeared to take a break. Therefore they could not be in a hurry and so that cannot be used as an excuse for what they did. One even said dont worry I will still be in a job next week. They knew we took photographs how they left the cardboard. This is despite our putting the cardboard in a carrier bag and it being stored in the black box. Perhaps there should be two blackboxes per household. We have to be vigilant over rubbish because rats are a regular occurance at the top of our road.

Just a quick comment - it certainly seems bizzare that they just throw rubbish around, but in the past I've had similar issues and found out (a) that the cardboard needs to go next to the brown box not in the black box (we put ours on top) - I think this is because two different teams collect it - and (b) that they don't take tetrapaks (the cardboard orange juice cartons) as they cannot normally be recycled. It's not very clear that unless you look in detail on the website, but doing that solved our problems.
You can order up to three black boxes from the council if you like - see http://www.bristol.gov.uk/ccm/content/Environment-Planning/Rubbish-waste-and-recycling/household-waste-collections/ordering-new-bins.en - but I don't think it'll be useful in your case.
Tetra Pak cartons are recyclable - you can find out location by location facilities at www.tetrapakrecycling.co.uk.
In Bristol you can recycle cartons at Asda on East Street or Oatlands Avenue, Tesco at the Eastgate Centre or Callington Road, and Waitrose on Northumbria Drive.
Xxx, Tetra Pak
