Shrubs blocking pavements

Shrubbery has been allowed to grow out so far that only one person can pass at a time on the pavement, The person in the picture had to move to her left to avoid being scraped by the shrubbery.

I have made a request for the StreetCare Warden for the area to make an inspection of the site within the next 7 working days. They will then take any further action required. Your reference number is 534451.

Marvin Crichlow, Customer Service Adviser for Lambeth council promised an inspection and action (if necessary) within a 7 day period beginning the 6th of July. This has passed with no further update and no known action taken.
The statutory requirement for pavement passage is 1.8m free pavement width up to 2m in height. For the entire stretch bounded by the shrubbery on Estreham Road in the picture there is now no more than 1m of free passage along the pathway due to shrubbery growth. At least 1 child has sustained an eye injury from brushing the shrubbery due to moving out of oncoming pedestrians' way as there is insufficient room for two people to pass simultaneously.
I am confirm that on the 9th Julu our StreetCare agent inspected the site and stated that they will deliver a letter to the residents requesting them to cut back there hedges.
The shrubs have been "tidied up" but are still sticking out about the same distance at shoulder height such that quite a bit of the pavement is still unusable for all intents and purposes unless one is less than 1 metre tall. We've gained maybe 6 inches (~15cm) of space but the householder still seems not to know he/she can't grow vegetation outside their property line. Why can't Lambeth enforce this proactively?
