Overgrown weeds in garden below

I see this as medium priority.

Over the past few years the garden below my flat has been kept untidy and unkept to such an extent that weeds have grown upto and beyond my kitchen window. I cannot fully open my kitchen window as dead leaves and bugs get inside. Also in this hot weather I cannot let cool air into the flat which makes sitting in the flat during the day unsuitable for my needs. I spoke to the owner of the flat below but was told to report it to my local council office.
