Advertising Bikes hogging cycle racks

Sometimes when the cycle racks are full, they are being blocked by businesses ie Mr Books, in the area who are using them for free advertising. They are there or hours. Cyclists who are shopping there cannot use their space because they are hogging for for such a long time. Do bikes using business advertising need planning permission if they are using local cycle racks. When it is busy, it is really anti-social. Locals pay a lot of council tax for these and are unable to use them as businesses are using their space.
