Dumped car on front garden

There is a car that has been parked right in the middle of the front garden of no. 11 Sandwich close for about 18 months now. It is an eyesore and makes the general area look unkempt. The parking in the cul de sac is also a complete nightmare and cars often block drives, etc. The problem is getting worse and the street is beginning to look rather scruffy.

Everyone from the coucil were very responsive and took action but unfortunately there is nothing they can do about the problem.
