Overgrown garden onto pavement

When walking up Newlyn Road on the right handside it is getting difficult to walk on the pavement due to the overgrown gardens from pyramid carpets, It is nearly touching the trees on the pavement and leaves very little room to walk through.

Nothing has been done as yet at there are now branches of brambles sticking out onto the pavement with thorns on them !!
