Pothole/Stupidly placed speed hump

Speed hump placed on a corner, next to a drain, making it impossible to navigate and difficult to avoid the kerb if traffic is coming the other way. Also a dip in the road, probably a pothole caused by the speed hump.

The pothole was marked with paint within days, fixed approximately three weeks later.
An email was sent by the council within a couple of days but they refuse to acknowledge the error in placing a speed hump on a corner. They suggest naively that 'if' drivers drove over two humps rather than straddling one then the issue caused by their lack of planning could be avoided. Unfortunately very few drivers do this causing problems for oncoming traffic.
