Bricks and waste dumped

House number 140 Moorgate street has emptied bricks and waste from their back yard onto the back alley and street which runs down the back of the top end of Moorgate Street, which adjoins the entrance to Dorothy Street and St Helier Close. My fear is that youths passing by will start to through these bricks at houses and cars.
I would like the council to prosecute the resident at 140 Moorgate Street but can not find any information on how to get action taken against this unsociable resident.
