Unbearable noise

There is now a completely unreasonable amount of noise: Three road drills and a concrete cutter running at the same time , we have not been given any warning about this or indeed given any indication of what on earth it is happening. The junction of university road and St Thomas Hill has been constantly dug on what is the problem!! At least some explanation as to why this happening and how long it's going to take. Many thanks.
