Why is there constant drilling?

Since I've lived in this area, the corner of St Thomas Hill and University Road has been dug up by various utilities time and time again. This morning, Southern Gas Networks are at it again. And the whole of Glen Iris Avenue is also dug up, by another group of workers who've been pretty quiet so far, but now seem to be in competition to make the most noise.

Has there been any coordination of all these holes? Why does the water company dig it up, then the gas people come along after and do the same thing?

As a resident, it's a nuisance - the noise is a pain and the traffic stopped on the hill waiting for traffic lights to go around a tiny hole causes congestion, pollution and disruption to our lives.

It's been over a year now - please can someone investigate why there's so much work needed in such a small area, and give an estimate by which time it will be over permanently?
