The bollard that prevents cars from driving up (and fly-tipping) onto Potters Lane is broken and the pavement is broken up dangerously

I have reported damage to this bollard on three occasions but it keeps getting knocked over within weeks of being fixed. I have never seen the barrier closed, so there is nothing stopping vehicles driving up the footpath. Is the bollard/barrier actually being used? If not, could the bollard be removed and the area paved over?

The bollard was fixed (again), but within two days someone ran into it and knocked it over. Maybe it is the Lambeth refuse vehicles emptying the bins from the youth club. Could the bollard be fixed AGAIN please?!

The bollard has been fixed and knocked over again within 3 days.

I don't think the gate/bollard at the Conyers Road end of Potters Lane footpath is a deterrent as the gate is never closed. Anyone can drive down the pathway. If noone is using it, can it be removed please?

A new large concrete bollard was installed by Lambeth but now this has been knocked over! In fact, it was snapped off at ground level so must have been hit pretty hard. Could this bollard please be replaced, and the broken bollard collected?
