Pesistant dog fouling

Over the past few months the same dog (the excrement is always the same type) has been fouling on our own private driveway and outside our property on the pavement, with no attempt by the owner to clear it up. It seems to happen before 7am in the morning & late at night. As yet we have not managed to see who is responsible, but it has now become a daily problem and I am getting very angry.

The fouling has not been as bad recently. It stopped over the xmas period, then the dog fouled on our own private driveway on 7th january 2008, but then nothing since. Still watching out for culprit. Have been putting mothballs down as a deterent.
